Pick the Smallest Container

Use the smallest thing that works: a CLAUDE.md line, then a skill, and a plugin only when you must bundle and share.

Not every repeated workflow needs a plugin. A one-line rule belongs in CLAUDE.md. A procedure used in one project can be a single skill. A plugin earns its overhead when you need to bundle several pieces and share them across projects or people. Ask Claude to justify the container before it builds one. Vague: "Make a plugin for our commit-message rules." Specific: "Our commit-message rule is one sentence and only applies here. Tell me whether it belongs in CLAUDE.md, a project skill, or a plugin, and why, before you write anything."
